Actual puppy or baby playpens used for younger or tiny puppies can be found at large box stores [Walmart, Kmart, Target, etc], Baby Stores [Babys'R US, Toys'R US, etc], some larger Pet Stores may carry them as well. And of course there are countless online sources for them as well.
Play yards and Exercise pens may be found in some children's stores, pet stores - but the best variety and selection can usually be found online.
You also may be able to find used ones on fleamarkets, yard a+ garage sales and in second hand baby stores. If you are buying a used playpen, be sure to properly clean and disinfect it prior to using it for your new pup!
I would like to recommend Amazon.com to you, as you can price shop from a number of different vendors at the same location, and purchase other needed puppy supplies at the same time and get often combined [and sometimes during special promotions - free] shipping in most cases.

Puppy/Baby Playpens
When I discuss the playpen for a young teacup or tiny puppy - the following types are what I have in mind. They are either soft sided - with cloth, plastic fabric sides or mesh siding [or a combination of both], collapsible and easy to transport or move around the home. Most are very sturdy and will stay looking nice until your pup is housebroken and of a safe size to freely roam in your home. Many have wheels on one side - you can simply lift them up on one side [pup and all] and move around the house as you go through your day...
For toy puppies that mature in the 7-12# range, I would recommend something a bit sturdier, like the second row of examples below. These playpens have either plastic or plastic-coated wire panels, some models are flexible and can be adjusted to be used as gates as well. These will hold up better to the activity level of a slightly larger pup, that may chew or try to climb out of a baby playpen as it gets older and more adventurous...

Pop-Up Exercise Pens
These are the latest rage for small puppy care and also used for adult toy breeds. I have not given these a pop-up playpens a try yet - simply because I do not believe that they will hold up reliably for multiple puppy use in the long run. I personally prefer a somewhat sturdier model [like the examples above or below] - as mine probably get used and abused more than the average pet households playpens. But for all that I know - they work well. I know they are lightweight and easy to fold, carry and store and if anything - I would probably use them for traveling or for the pups to get some sunshine outside in the yard...

Play Yards & Toddler's Play Areas
These are usually made out of durable plastic, clean up very nicely with a waterhose and are usually very long lasting. Most models are flexible in configuration and adaptable to the space you want to use, and they work very well both for inside and outside use. Most of them fold down to the size of a single panel, and while they are larger and heavier than most playpens, they are still very easy to transport or move to different parts of the home.
I often use these with older puppies if they haven't found a home yet that need a bit more space, or for larger toy/mini breed puppies that mature in the 10+ pound range. They also work well for adult teacups and tiny dogs, or if you have multiple pets you want to contain in the same area.

Traditional Exercise Pens [ExPens]
These are a more permanent solution and often used for outside use for dogs of all sizes, although they are perfectly fine for inside as well. They come in a variety of panel heights and configurations, and the spacing between the bars is usually close enough to keep teacup and tiny puppies from squeezing through. With some manufacturers you can buy individual panels to add to the base package, allowing for more room to play and romp.
These tiny babies will still need supervision when outside in these, as they are just the right size for birds of prey, large cats, dogs and coyotes to be considered a nice appetizer. Do not allow your teacup and tiny puppies to be outside without proper supervision. Please build or use an Expen Cover if the pup spends time alone outside!!!
